Plain rim moto meter with a locking cap for 1930-31's which is secured with 2 tabs. Similar to your original radiator cap except the two tabs lock in place with an allen headed screws to prevent theft.

Once in position, you simply give the upper portion of the cap a counter-clockwise twist and the upper portion and the moto meter simply pivot back so you can check your fluids. Chrome plated. U.S.A.
